Expands the definition of restricted funding from "state money" to "public money," which includes funds from the state, state agencies, political subdivisions, or any money these entities control or direct

Prohibits the state, state agencies, and political subdivisions from using public money to pay for roadway alterations related to high-speed rail project construction, whether operated by public or private entities

Maintains existing prohibition on state legislative appropriations for planning, construction, maintenance, security, promotion, or operation of privately-operated high-speed rail

Defines high-speed rail as intercity passenger rail service reasonably expected to reach speeds of at least 110 miles per hour

Takes effect September 1, 2025
