Expands eligibility for community-based organizations to apply for skills development fund training program money by allowing independent applications if the organization submitted a written partnership request to a community/technical college or Texas A&M Engineering Extension Service at least 90 days prior and was unable to obtain the partnership

Maintains the existing pathway allowing community-based organizations to apply in partnership with a community and technical college or the Texas A&M Engineering Extension Service

Requires community-based organizations providing state-regulated services to submit evidence of required certifications, licenses, or registrations to the Texas Workforce Commission when applying for funding

Applies only to applications submitted to the Texas Workforce Commission on or after September 1, 2025; applications submitted before that date remain governed by prior law
