Adopts the revised Interstate Compact for the Placement of Children (ICPC), replacing the previous Interstate Compact on the Placement of Children, to govern interstate child placements for foster care, adoption, and residential facilities

Establishes the Interstate Commission for the Placement of Children as a governing body with authority to promulgate rules, enforce compliance, resolve disputes between member states, and collect standardized data on interstate child placements

Requires approval from the receiving state's public child placing agency before a child can be placed across state lines, with the sending state retaining jurisdiction and financial responsibility for ongoing support during the placement period

Creates streamlined procedures for private adoption placements, allowing children to be placed upon submission and review of required documentation including home studies, consents, and legal risk acknowledgments

Takes effect when the compact is enacted by 35 states, with the compact text becoming effective in Texas when enacted by 33 states; makes conforming changes to Texas Family Code definitions and references
