TX HB1410

Prohibits the Texas Department of Criminal Justice (TDCJ) from housing or confining inmates in facilities owned, operated, or managed by private vendors, including on a temporary basis

Applies to inmates sentenced to TDCJ imprisonment, inmates described under Section 507.002, and persons described under Section 493.009(a)

Exempts residential correctional facilities (as defined by Section 508.157) from the prohibition

Bars the TDCJ board from entering into new contracts that would place inmates in private vendor facilities; existing contracts entered before the effective date remain valid under prior law

Takes effect September 1, 2025, and applies to housing decisions made on or after that date regardless of when the underlying offense occurred
