Requires public meetings requested by a state legislator regarding Texas Commission on Environmental Quality (TCEQ) permits to be held in the specific house district where the facility is located or proposed to be located, rather than just the county

Maintains existing authority for the TCEQ executive director to hold public meetings during the comment period in the county where a facility is located or proposed

Preserves the requirement that the executive director must hold a public meeting when requested by a legislator representing the area or when substantial public interest exists

Applies only to meetings where the location was not determined before the effective date of September 1, 2025
