Reduces the offense of driving while license invalid (DWLI) under Section 521.457, Transportation Code, to a Class C misdemeanor in most cases by repealing Subsection (f), which previously allowed for enhanced penalties

Removes DWLI from the list of offenses in Article 14.06(d) of the Code of Criminal Procedure that qualify for certain arrest procedures, indicating a shift toward treating it as a less serious violation

Maintains existing exceptions under Subsections (f-1) and (f-2) of the Transportation Code that allow for higher penalties in specific circumstances

Applies only to offenses committed on or after September 1, 2025; offenses committed before that date remain subject to prior law
