Requires the Texas Department of Criminal Justice (TDCJ) to develop policies increasing female inmates' access to parenting classes, educational programs, vocational training, substance use treatment, rehabilitation, life skills training, and prerelease programs

Mandates that facilities make programs available to female inmates within 45 days of their arrival at a facility

Requires equitable program access for female inmates compared to male inmates, including master's level education courses, while prohibiting any reduction of programs for male inmates to achieve this equity

Ensures vocational programs and certifications offered to female inmates are relevant to current workforce demands and job opportunities

Requires TDCJ to submit an annual report by December 31 to state leadership describing policy changes and listing programs available to female inmates, with the report also published on the department's website
