Caps noneconomic damages for physical pain and suffering in personal injury claims at three times the amount awarded for past and future health care expenses

Limits mental or emotional anguish damages to $1 million for claims arising primarily from emotional injury, or $250,000 for claims arising primarily from bodily injury

Caps wrongful death noneconomic damages for mental or emotional anguish at $1 million per claimant

Fixed-dollar caps increase by 1.75% annually beginning January 1, 2027, to adjust for inflation

Parties responsible under vicarious liability are treated as a single defendant for purposes of calculating damage limits

Requires three-fifths vote of both legislative chambers to take effect; applies only to causes of action accruing after the effective date
