Removes the maximum expenditure cap on the Rural Pathway Excellence Partnership (R-PEP) program by repealing Section 48.118(f) of the Education Code

Simplifies eligibility requirements for Teacher Retirement System of Texas membership for employees of coordinating entities that manage R-PEP partnerships

Employees of coordinating entities qualify for TRS membership and benefits if they would be eligible by holding a similar position at a partnering school district

Eliminates the previous provision that allowed TRS eligibility only when partnerships were denied program participation solely due to the maximum expenditure limit

Takes effect September 1, 2025
