Requires the Texas Animal Health Commission to establish a public awareness campaign to prevent animal cruelty by educating the general public on related issues

Mandates the commission create and maintain a dedicated website providing information on where to take abandoned or found animals, who to contact for animals needing medical attention, and animal cruelty laws

Defines "animal" broadly to include livestock, exotic livestock, domestic and exotic fowl, domesticated creatures, stray or feral cats and dogs, and previously captured wild animals

Defines "animal cruelty" as offenses under Penal Code Sections 42.09 (cruelty to livestock animals) and 42.092 (cruelty to nonlivestock animals)

Authorizes the commission to solicit and accept gifts and grants to fund the awareness campaign; effective September 1, 2025
