Establishes an accessible absentee ballot system allowing voters with disabilities and those eligible under Section 82.002 to mark ballots electronically, print them, and submit them by mail

Creates a new process for disabled voters to request balloting materials via e-mail, requiring submission of a valid mail ballot application on grounds of disability and an e-mail address at least 7 days before the election

Specifies that e-mail addresses provided for ballot requests are confidential and exempt from public disclosure under the Texas Public Information Act

Requires that ballots received electronically must still be returned by physical mail to be counted and cannot be returned electronically, following standard mail ballot deadlines

Directs the Secretary of State to adopt rules and procedures for implementing the accessible absentee system and e-mail ballot transmission, with the law taking effect September 1, 2025
