Electric cooperatives, electric utilities, and municipally owned utilities must submit distribution pole management and inspection plans to the Public Utility Commission of Texas by January 1, 2027

Plans must include scope and objectives for public safety, roles and responsibilities of personnel, training processes for inspectors (including third-party vendors), timelines for inspections and remediation of unsafe poles, and processes for responding to landowner complaints

Electric utilities must include estimated implementation costs in their plans; all entities must describe compliance monitoring methods

Annual updates are required by May 1 each year, detailing compliance with plan objectives, implementation costs, number of poles inspected, and any remediation or replacement actions taken

The commission will review plans and updates to determine compliance and may accept substantially similar information required under other laws in lieu of these requirements
