Expands required reporting on missing children in state care to include: number located and returned, actions taken to find them, and case outcomes

Adds new reporting requirements for child trafficking victims in DFPS conservatorship, including department actions taken and case outcomes

Mandates detailed reporting on kinship care placements, including: number and percentage of children placed with relatives/designated caregivers, demographic data (age and race), sibling group placements, financial assistance recipients, and outcome comparisons between assisted and non-assisted placements

Authorizes a $1,000 per day penalty against DFPS for late report submission, with penalty funds redirected to provide monetary assistance to relative and designated caregivers
