Restricts school districts to purchasing only instructional materials that appear on the State Board of Education's approved list when using funds from the instructional materials and technology allotment

Removes the existing flexibility that previously allowed districts to purchase instructional materials "regardless of whether" they were on the SBOE-approved list

Maintains districts' ability to use allotment funds for other purposes including consumable materials, bilingual education materials, college prep materials, supplemental materials, technology equipment, and staff training

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025
