Amends Article 26.05(c) of the Texas Code of Criminal Procedure to allow the director of a managed assigned counsel program to designate another person to handle payment approval duties for court-appointed attorneys

Permits the director's designee to receive itemized service forms, approve or disapprove payment requests, and provide written findings when approving amounts different from what was requested

Maintains existing requirements that fee schedules include reasonable fixed rates or hourly rate ranges, considering overhead costs and attorney availability

Preserves the appeal process allowing attorneys to file a motion with the presiding judge of the administrative judicial region if payment is disapproved or not acted upon within 60 days

Takes effect September 1, 2025, and applies only to attorney expenses incurred on or after that date
