Expands applicability of mobile food service establishment permit regulations from counties with population over 2.1 million to counties with population over one million

Removes previous requirement that applicable counties must contain specific airports (those operating under Subchapter D, Chapter 22, Transportation Code, or non-commercial airports owned by the principal municipality)

Prohibits municipalities in applicable counties from requiring additional permits or authorizations beyond the county-issued permit for mobile food service establishments to operate

Allows counties to enter written agreements with municipalities to collaborate on inspections of mobile food service establishments

Limits county permit fees to amounts necessary to recover actual expenditures for reviewing, issuing, amending, renewing permits, conducting inspections, and administering the program

Takes effect September 1, 2025, and applies to ordinances, rules, regulations, policies, or procedures adopted before, on, or after that date
