Public institutions of higher education must submit quarterly reports to the Texas Higher Education Coordinating Board detailing all gifts, grants, donations, and investments received from foreign sources

"Foreign source" is defined as foreign governments, entities created under foreign laws, non-U.S. citizens, or agents acting on behalf of these parties

Reports must include the amount received, date received, identity and country of the foreign source, purpose of the funds, and any conditions attached to their use

The Texas Higher Education Coordinating Board must publish all reports on its public website

The act takes effect January 1, 2026
