Prohibits Texas public higher education institutions from offering tuition or fee waivers or reductions based on financial hardship, including the income of the student, their household, or legal guardian

Exempts scholarships and grants awarded under Chapter 56 of the Education Code from this prohibition

Requires that if an institution waives tuition and fees for fully funded courses (federal or other sources), the waiver must apply to all students in good academic standing enrolled in that course, not selectively based on income

Repeals existing Education Code sections 54.261, 54.262, 54.5061(g), and 54.513(h), which likely contain current income-based tuition provisions

Takes effect January 1, 2026, with new provisions applying beginning with the Fall 2026 semester
