Requires State Preservation Board approval by an affirmative vote of four board members before a municipality can make traffic changes to Congress Avenue in Travis County between the Congress Avenue Bridge and 11th Street (the "covered segment")

Prohibits municipalities from permanently reducing the number of traffic lanes on the covered segment without board approval

Prohibits municipalities from closing any traffic lane on the covered segment for more than 14 consecutive days without board approval

Exempts temporary lane closures for special events (50+ attendees), construction projects on or adjacent to the covered segment, and related traffic control or pedestrian safety plans

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
