Establishes transporter liability for delivering scrap tires to unregistered or unpermitted storage sites or disposal facilities, with fines up to $500 per tire imposed by county commissioners courts

Authorizes counties to fine generators up to $500 per tire for using unregistered transporters, or suspend/revoke their tire-selling licenses or permits

Allows counties to impose a tire disposal fee of up to $5 per tire, with 50 cents transferable to the state commission, and requires collected fines and fees be deposited into a dedicated county account for tire disposal, mitigation, and recycling programs
