Amends Section 224.002(c) of the Health and Safety Code to change vaccine exemption procedures from optional ("may") to mandatory ("shall") for health care facility policies

Requires health care facilities to include procedures allowing covered individuals to be exempt from required vaccines based on reasons of conscience, including religious beliefs

Prohibits health care facilities from rejecting any exemption based on reasons of conscience or religious belief for any reason

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
