Requires all Texas ballots to include a "None of the above" option for each race, allowing voters to affirmatively reject all candidates listed on the ballot and write-in candidates

Votes cast for "None of the above" do not count toward determining which candidate received a majority of votes in any race

Directs the Secretary of State to prescribe the form and placement of the "None of the above" option on ballots

Amends ballot instructions to inform voters they may place an "X" or fill in the shape beside a candidate's name or beside "None of the above"

Takes effect September 1, 2025
