Expands the Secretary of State's authority to withhold funds from voter registrars who fail to timely perform duties under the entire Election Code, rather than just a specific subchapter

Specifies duties that can trigger fund withholding: approving, changing, or canceling voter registrations; scheduling hearings under Sections 16.064 or 16.093; determining challenges under Sections 16.066 or 16.095; and delivering notices under Section 16.0921

Allows withheld funds to be released if the registrar completes the required duty within 30 days of the funds being withheld

Relocates and redesignates existing Section 16.039 to Section 12.007 within the Election Code

Takes effect September 1, 2025
