Adds "construction grants" as a new category of grants that the Texas State Library and Archives Commission may award to encourage the establishment of new public libraries or improvement of existing ones

Expands allowable uses of state library grants to include new construction, rehabilitation, or renovation of a library or its infrastructure and associated expenses

Removes "construction" from the list of prohibited uses of state grants, allowing libraries and library systems to use grant funds for building construction projects

Maintains existing prohibitions on using state grants for site acquisition, acquisition of buildings, or payment of past debts

Takes effect September 1, 2025
