School districts and open-enrollment charter schools are required to adopt, implement, and enforce a written policy prohibiting students from using personal communication devices (smartphones, tablets, smartwatches, etc.) on school property during the school day

Schools may comply by either prohibiting students from bringing devices to school entirely or by designating a storage method for devices during the school day

Mandatory exceptions must be included for students who need devices for individualized education programs (IEPs), Section 504 plans, documented medical needs directed by a physician, or health and safety requirements

Schools may dispose of confiscated devices after providing 90 days' written notice to the student's parent, and the policy must establish disciplinary measures for violations

The Texas Education Agency must publish model policy language on its website, and school boards must adopt the required policy within 90 days of the act's effective date (September 1, 2025, or immediately if passed by two-thirds vote)
