Adds a definition of "veteran" directly into the license statute for purposes of the "VETERAN" designation on licenses, covering those who served in U.S. armed forces, Texas military forces, or auxiliary services and received an honorable discharge

Takes effect September 1, 2025, and applies to applications submitted on or after that date
