Amends Section 31.07 of the Texas Penal Code to create an enhanced offense for unauthorized use of a boat, airplane, or motor-propelled vehicle when the offender knows the ignition or steering system has been altered, damaged, or tampered with

Standard unauthorized use of a vehicle (without owner consent) remains a state jail felony

Unauthorized use of a vehicle with knowledge that the ignition or steering system was tampered with is elevated to a third-degree felony

Changes apply only to offenses committed on or after September 1, 2025; prior offenses remain governed by existing law
