Requires the Texas Commission on Environmental Quality (TCEQ) to establish regular monitoring requirements for air contaminant emissions from concrete batch plants that operate at or near their maximum hourly production rate limits

Applies to concrete plants performing wet batching, dry batching, or central mixing operations, including permanent, temporary, and specialty concrete batch plants

Makes a technical change to application language, replacing "issuance of" with "authorization to use" for standard permits under this section

Maintains existing requirements that permit applications include detailed plot plans showing distance scales, property lines, emission points, buildings, equipment, and setback compliance

Takes effect September 1, 2025
