Creates a grant program administered by the Texas Commission on Environmental Quality (TCEQ) to reimburse small ready-mixed concrete manufacturers for costs of accessing environmental product declaration databases or software

Eligible manufacturers must be independently owned and operated for-profit entities with fewer than 100 employees or less than $6 million in annual gross receipts

Environmental product declarations are defined as independently verified labels disclosing a product's environmental impact based on life cycle assessment

Grant recipients must agree to use environmental product declarations for their ready-mixed concrete products as a condition of receiving funds

TCEQ must adopt rules establishing eligibility criteria, application procedures, grant amounts, and compliance monitoring; the act takes effect September 1, 2025
