Extends the Texas Lottery Commission's sunset date from September 1, 2025 to September 1, 2037, and requires a limited-scope sunset review of the commission's compliance with 89th Legislature changes before the 91st Legislature convenes in 2029

Changes the criminal standard for lottery ticket sales to minors from "intentionally or knowingly" to "criminal negligence" when a sales agent or employee sells a ticket to someone they know is under 18 years old

Requires the commission to establish three subcommittees (audit, legal, and planning) and create a new lottery advisory committee with representatives from the public, licensed sales agents, interest groups, and entities benefiting from lottery contributions

Mandates the bingo advisory committee (changing from optional to required), requires quarterly meetings, and prohibits the commission from restricting the committee's ability to discuss any bingo-related topic

Requires the commission to submit annual reports to the governor and legislature including lottery revenue summaries, comprehensive business plans, charitable bingo financial information, and biennial recommendations on emerging trends and regulatory developments affecting the lottery and bingo industries
