Prohibits concrete batch plants operating under standard permits from being located within 550 feet of concrete crushing facilities, hot mix asphalt plants, or other concrete batch plants, unless authorized to begin operations before September 1, 2025

Requires existing concrete batch plants authorized before September 1, 2025, upon permit renewal, to cease simultaneous operation with any concrete crushing facility, hot mix asphalt plant, or other concrete batch plant located within 550 feet

Defines "concrete batch plant" as a facility performing wet batching, dry batching, or central mixing operations

Specifies that distance measurements must be taken from the nearest points between the concrete batch plant and the other facility

Takes effect September 1, 2025
