Authorizes sheriffs in counties with a population of more than four million to enforce municipal ordinances if the municipality and county commissioners court enter into a written agreement

Grants the same authority to constables in counties with a population of more than four million to enforce municipal ordinances through written interlocal agreements

Limits enforcement authority to only the portion of the municipality located within the county the sheriff or constable serves

Applies specifically to Texas counties with over 4 million residents (currently only Harris County meets this threshold)

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
