Adds a new definition of "bona fide offer" to the Texas Fair Housing Act, meaning an offer made in good faith without deceitful motives that is legally binding on the parties, including lump sum offers and earnest money deposits

Amends the definition of "dwelling" to require that a structure must have received a certificate of occupancy to qualify as a dwelling under the Act

Maintains the existing provision that vacant land offered for sale or lease for residential construction also qualifies as a dwelling

Takes effect September 1, 2025
