Texas State University System board of regents must designate a department or entity to conduct a study on the expected effects of future climate change in Texas

Study must examine economic ramifications of climate change, effects on agriculture and other vulnerable industries, and expected increases in droughts, natural disasters, and other environmental conditions

Study must also assess Texas's preparedness to identify, minimize, and mitigate expected climate change effects

Report must be submitted to the governor, lieutenant governor, and all legislators by December 1, 2026

Act takes effect immediately with two-thirds vote or September 1, 2025 otherwise, and expires January 1, 2027
