Expands tuition and laboratory fee exemptions at Texas public higher education institutions for peace officers employed by the state or a political subdivision who hold a basic peace officer proficiency certificate from the Texas Commission on Law Enforcement

Broadens eligible degree programs from only criminal justice/law enforcement courses to 14 "law enforcement-related" fields including: criminal justice, public administration, emergency management, law, foreign languages (Spanish and others commonly spoken in Texas), accounting/forensic accounting, psychology, social work, nursing, chemistry, biology, forensic science, and computer science/data science/cybersecurity

Requires students to apply for the exemption at least one week before the last date of the institution's regular registration period for the applicable semester

Adds requirement that students must be making satisfactory academic progress toward their degree as determined by the institution

Takes effect for the 2025 fall semester, with immediate effect upon two-thirds vote of both legislative chambers or September 1, 2025 otherwise
