Creates the Lake Houston Dredging and Maintenance District as a conservation and reclamation district with boundaries coextensive with Harris County, authorized to perform dredging and maintenance operations in Lake Houston, the East and West Forks of the San Jacinto River, Luce Bayou downstream from Trent Road, and Caney Creek

Establishes a five-member board of directors with appointments by the City of Houston city council (1), City of Houston Public Works director (2), Harris County Flood Control District governing body (1), and the Houston mayor (1, serving as presiding officer), with staggered four-year terms

Authorizes the district to issue revenue bonds, form voluntary interlocal agreements with political subdivisions and other entities for dredging operations, seek grants, and remove/sell sand, gravel, and other materials without permits or fees

Prohibits the district from imposing taxes or fees, exercising eminent domain, financing recreational facilities, or performing functions duplicating those of overlapping conservation districts

Permits legislative appropriations of up to $25 million per fiscal year through September 1, 2027, and requires district approval from City of Houston Public Works before dredging in Lake Houston while protecting water quality for treatment plants
