Extends the Sunset Advisory Commission review date for the Trinity River Authority from September 1, 2025 to September 1, 2037, with subsequent reviews every 12 years

Increases the Board of Directors from 24 to 25 members by adding one additional director from "The Area-at-Large," and reduces director terms from six years to four years

Transfers authority to designate the Board president from the Board itself to the Governor, who may remove the president at will; requires the Board to appoint a general manager (previously optional)

Establishes specific grounds for removal of directors, including failure to meet qualifications, conflicts of interest under Chapter 171 Local Government Code, illness/disability, or missing more than half of scheduled meetings without approved excuse

Requires mandatory training for new directors covering Authority operations, open meetings laws, ethics policies, and audit results before they may vote or be counted for attendance; existing directors must complete training by December 1, 2025
