Requires the Health and Human Services Commission to provide Medicaid reimbursement to inpatient mental health institutions (defined as facilities with 16 or more beds primarily serving individuals with mental illness) for services provided to Medicaid recipients

Mandates that reimbursement cover health care services regardless of the recipient's age, removing potential age-based restrictions on coverage

Requires reimbursement for the entire duration of a recipient's stay at an inpatient mental health institution, not just partial coverage

Authorizes state agencies to request federal waivers if needed for implementation and allows delayed implementation until such waivers are granted

Takes effect September 1, 2025
