Establishes the Intellectual and Developmental Disability Services and Supports Advisory Committee under the Health and Human Services Commission to study gaps in acute and long-term care services for individuals with intellectual or developmental disabilities

Committee membership includes representatives from HHSC, Department of State Health Services, private providers, local IDD authorities, advocacy organizations, managed care organizations, long-term care providers, individuals with disabilities, and family members

Advisory committee must meet at least quarterly, evaluate funding adequacy, workforce capacity, service quality, mental health factors, and current service delivery models, and identify best practices from other states

Requires biennial reports to the legislature by August 31 of each even-numbered year with findings, recommendations for addressing service gaps, and suggested implementation timelines

Committee members must be appointed by December 1, 2025; the commission must report by December 1, 2028 on whether to continue or abolish the committee, which expires September 1, 2029
