Establishes a fixed state allocation rate of $1.50 per mile for school districts or counties that provide special transportation services for eligible special education students

Removes the previous funding method that calculated reimbursement based on prior year's cost-per-mile data gathered from the first year of each preceding biennium

Allows the legislature to appropriate a rate higher than $1.50 per mile for special education transportation services

Maintains existing provisions allowing districts to use support allocations for transportation costs and permitting commissioner-approved reimbursement to parents for private transportation in extreme hardship cases

Takes effect September 1, 2025
