Requires the Sunset Advisory Commission to conduct limited-scope reviews of the Texas Funeral Service Commission (focusing on regulation of willed body programs and anatomical donation organizations) and the Texas Juvenile Justice Department (focusing on regionalization duties) for the 90th Legislature

Changes sunset dates for several agencies: Credit Union Department and Commission moved from 2035 to 2031; State Office of Administrative Hearings moved from 2027 to 2031; Texas Juvenile Justice Department moved from 2027 to 2031; State Board of Veterinary Medical Examiners moved from 2027 to 2033 (contingent on passage of S.B. 2155); Lower Colorado River Authority moved from 2031 to 2035

Requires Texas Juvenile Justice Department to submit a report by September 1, 2026, covering the status of the U.S. Department of Justice investigation, waitlist of youth awaiting transfer to state facilities, staffing and turnover data since fiscal year 2016, and construction progress on new juvenile correctional facilities

Amends the Texas Sunset Act to clarify that agencies subject to review (not just abolition) must comply with reporting requirements, and updates language regarding public member participation on the commission

Takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025
