Removes the "discounted" option for qualifying veterans, requiring toll entities to provide completely free access rather than just discounts

Allows toll entities to optionally offer free or discounted tolls to other customers, including vehicles registered under Section 504.202 (Legion of Valor license plates)

Permits toll entities to limit qualifying participants to no more than two transponders for free use, with an additional transponder available upon demonstrated hardship
