Prohibits governmental entities from "designated countries" (identified as national security risks in three consecutive Annual Threat Assessments by the U.S. Director of National Intelligence) from purchasing or acquiring title to real property in Texas

Extends the prohibition to organizations headquartered in designated countries, organizations directly or indirectly controlled by designated country governments, and organizations controlled by such entities (control defined as more than 50% voting interest)

Defines covered real property broadly to include land, improvements, mines, quarries, minerals in place, standing timber, and most estates or interests, but excludes mortgages/deeds of trust and leases of five years or less

Authorizes the Attorney General to bring enforcement actions in district court, with violations resulting in court-appointed receivers to manage and sell the property (though violations do not void the underlying transaction)

Applies only to property acquisitions occurring on or after September 1, 2025, with the Attorney General required to adopt implementing rules
