Requires day-care centers caring for children two years of age or younger to install video recording equipment in all areas occupied by those children and record whenever such children are present

Prohibits video recording inside bathrooms or designated diaper/clothes changing areas, except for incidental coverage due to facility layout; allows temporary suspension of recording in main classroom areas during changing activities

Mandates retention of recorded video for at least 30 days, with extended retention required when viewing is requested or when video documents an alleged incident until resolution including all appeals

Restricts video access to confidential viewing by employees involved in alleged incidents, parents of involved children (upon request), and commission/department/law enforcement personnel conducting investigations or inspections

Day-care centers have until January 1, 2026 to comply with the video recording equipment requirements, with the act taking effect September 1, 2025
