Establishes a hurricane and windstorm loss prevention grant program administered by the Insurance Commissioner to provide grants for retrofitting single-family homes and HUD-code manufactured homes to resist storm damage

Limits eligibility to owner-occupied residence homesteads, with properties required to be retrofitted to IBHS (Institute for Business and Home Safety) fortified home standards or other commissioner-approved mitigation standards

Creates a dedicated hurricane and windstorm mitigation account in the general revenue fund, funded by gifts, grants, donations, legislative appropriations, and investment interest

Requires residential property insurers (excluding Texas Windstorm Insurance Association and commercial policies) to provide actuarially justified premium discounts or rate reductions for certified retrofitted properties, effective September 1, 2026

Program implementation and insurer discount requirements are contingent on the legislature appropriating money specifically for issuing grants under this chapter
