Adds exceptions to Texas abortion prohibitions allowing a licensed physician to perform an abortion when they determine it is necessary to prevent serious harm to the pregnant patient's health or well-being, or when the pregnancy resulted from sexual assault, aggravated sexual assault, or incest

Broadens the medical exception standard from "death or substantial impairment of a major bodily function" to "serious harm to the pregnant patient's health or well-being"

Requires the Texas Medical Board to publish and annually update on its website a list of medical conditions that pose a risk of serious harm qualifying for the health exception

Repeals Section 170A.002(b) of the Health and Safety Code and Chapter 6-1/2, Title 71 of the Revised Statutes (pre-Roe abortion prohibition laws)

Changes terminology throughout affected statutes from "woman" or "female" to "pregnant patient" and takes effect September 1, 2025
