Establishes the Texas Seal of Biliteracy to recognize high school graduates who demonstrate high proficiency in comprehending, speaking, reading, and writing in both English and another language

Requires the Texas Education Agency to determine minimum requirements for earning the seal, which must be rigorous enough to indicate biliteracy to employers and postsecondary institutions

Requirements may include completion of a project, activity, or portfolio, but cannot require a special examination created specifically for the seal

School districts must maintain records of students who earn the seal, affix the insignia to qualifying students' diplomas, and note the achievement on transcripts

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
