Texas Department of Housing and Community Affairs must conduct a feasibility study on using surplus government property (unused federal, state, or local real property, historic buildings, residential buildings, and commercial buildings) to provide housing to veterans

The study must evaluate availability of surplus government property in Texas and identify potential funding sources including federal historic tax credits, federal housing tax credits, corporate and private donations, other state/federal funding, and proposed tenant rent payments

The department may consult with local housing authorities, affordable housing developers, and organizations with expertise on veteran housing needs

A written report summarizing study results must be submitted to the legislature by November 1, 2026

The act takes effect September 1, 2025 and expires September 1, 2027
