Requires the Department of Public Safety director to establish minimum standards for a handgun safety course administered by qualified handgun instructors, with course costs paid by the participant

Creates a certificate of completion issued by DPS to persons who complete the handgun safety course

Makes it a criminal offense to sell, rent, lease, loan, or give a handgun to any person without first verifying they possess a DPS-issued certificate of completion for the handgun safety course

Requires DPS to adopt implementing rules by December 1, 2025, with the new criminal offense provisions taking effect January 1, 2026

Amends Section 46.06 of the Penal Code (Unlawful Transfer of Certain Weapons) to add the safety course verification requirement to the list of prohibited firearm transfers
