Requires the Texas Department of Motor Vehicles to issue two license plates to applicants registering passenger cars or light trucks, but allows vehicles without a manufacturer-installed front mounting bracket to display only a rear plate if they also display a windshield insignia

Creates a new license plate windshield insignia program for eligible vehicles, requiring the insignia to show the same information as the license plate and be displayed on the interior of the front windshield

Authorizes the department to establish a fee for the windshield insignia to cover administrative costs and to prescribe application requirements and documentation needed to demonstrate eligibility

Requires operators using the windshield insignia option to keep the unmounted front license plate in their possession while driving and produce it for inspection upon request by a peace officer

Creates criminal offenses for operating a vehicle without required license plates or windshield insignia, and for failing to possess or produce the unmounted plate when required; allows charge dismissal with a fee up to $10 if the defendant remedies the defect before their first court appearance

Prohibits peace officers from stopping a vehicle solely to verify possession of the unmounted plate if the vehicle properly displays a valid windshield insignia
